OLG Koln, 15 UKl 2/25 (23 May 2025): de-identification lowers the risk even where it is not anonymisation (Oberlandesgericht Koln, Urteil vom 23.05.2025, 15 UKl 2/25, para 82)
The court counted de-identification (removing names, emails, phone numbers, ID and card numbers, plates, IP addresses and postal addresses) as a real risk reducer in the balance, while agreeing it is not anonymisation. This supports a holder's de-identification step but does not remove the need for the other safeguards.

In the source's own words
