The regulator says pseudonymised data may be used without consent for scientific research including AI learning (translation: pseudonymisation lets data be used for scientific research such as AI learning without the consent of the data subject). Providing the data to a third party is rated medium or high risk depending on whether the holder can control the buyer's environment.
