Copyright Act 1987 section 13(2) and (2A): fair dealing for research, with commerciality a factor, and no data-mining provision (Copyright Act 1987 [Act 332], updated text as at 30 June 2022 (Attorney General's Chambers; the text says it is not an authentic text), s. 13(2)(a) and (2A))
Malaysian copyright law has only a general fair dealing exception that lists research and treats commercial character as a factor. A search of the Act text finds no text-and-data-mining provision, so copyright in the records themselves (or in third-party content inside them) is cleared by licence, not by an exception; reform is under consultation but not law.
