Translation: data that was never linkable to a person, and data made anonymous afterwards, are not personal data and are outside the Law; whether data claimed to be anonymous really is must be shown by technical methods and objective criteria; and until the data set is anonymised it stays personal data, so the work of anonymising it must itself comply with the Law. A holder that anonymises before licensing must therefore be able to document the method.
